US doesn't think China is approaching its India talks with a sense of goodwill

The Biden administration's Assistant Assistant Secretary of State for South and Central Asia Donald Lu on Thursday said that the US does not see evidence that Beijing is seriously approaching resolution of the Indo-China border dispute with a sense of goodwill.

"Our position on India's border dispute with China is long-standing. We support a resolution of that border dispute through a negotiated settlement and through direct conversations between the two countries," Lu told PTI in an interview.

"Having said that, we see little evidence that the Chinese government is seriously approaching these talks with a sense of goodwill. What we see is the opposite. We see provocations that happen on the line of actual control on a pretty regular basis," Lu added.

Lu, the point person for South and Central Asia in the Biden Administration, said that India can count on the United States' standing with it in the face of challenges from its northern neighbour.

"We demonstrated that resolve in 2020 during the Galwan crisis, and we continue to find opportunities to cooperate with India on information but also on military equipment, exercises and that will go forward into the years ahead," he said.

A top American think-tank Centre for a New American Security in a report last month said the increased prospect of India-China border hostility has implications for the United States and its Indo-Pacific strategy.

As the United States considers the role that India will play in the Indo-Pacific and how to maximise US-India cooperation to meet security challenges in the region, US policymakers must closely monitor and be prepared to respond quickly to future India-China border crisis, said the report authored by Lisa Curtis who served as deputy assistant to the president and NSC senior director for South and Central Asia from 2017 to 2021 and senior defence analyst Derek Grossman.

The report recommended the Biden Administration that to help deter and respond to further Chinese aggression along the border with India, the United States should elevate Indian territorial disputes with China on par with Beijing's assertiveness against other US allies and partners in the Indo-Pacific and ensure this is reflected in all national security-related documents and speeches.

Little evidence that China is approaching talks with India with sense of goodwill: US

By India Today World Desk: There is little evidence that China is seriously approaching the border issues with India with a sense of goodwill, US Assistant Secretary of State for South and Central Asia Donald Lu told PTI in an interview. "We see little evidence that the Chinese government is seriously approaching these talks with a sense of goodwill. What we see is the opposite. We see provocations that happen on the line of actual control on a pretty regular basis," Lu told the news agency.

He also said the US supports a resolution of the border dispute through "a negotiated settlement and through direct conversations between the two countries". Lu said India can count on the US' support as it engages with China.

The Biden administration official said the US demonstrated its support for India in 2020 during the Galwan crisis and it continues to "find opportunities to cooperate with India on information but also on military equipment, exercises and that will go forward into the years ahead".

Donald Lu's statement comes amid the ongoing border row between India and China along the Line of Actual Control (LAC). In the eastern Ladakh area, the tension between the two countries was sparked by a clash in the Pangong lake area in May 2020.

Ties between the two countries nosedived significantly following the fierce clash in Galwan Valley in June 2020, which marked the most serious military conflict between both sides in the last few decades.

Recently, the Indian military expressed serious concerns over massive construction by China in the Amo Chu river valley in Bhutan. Amo Chu is barely some distance from the India-China-Bhutan Doklam tri-junction, the site of an intense military stand-off between India and China in 2017 over construction of a road by Beijing.

China also recently renamed 11 places in Arunachal Pradesh, calling it 'southern Tibet'.

Last month, a top American think-tank, the Centre for a New American Security, came out with a report saying the tension between India and China has implications for the US and its Indo-Pacific strategy. It said US policymakers must closely monitor the border tensions between the two countries and be prepared to respond quickly to future crises.

The report by Lisa Curtis, who served as deputy assistant to the president, recommended the Biden administration help deter and respond to further Chinese aggression along the border with India.
